IPHCA's policy and advocacy specialist team represents Indiana’s Community Health Centers​​ at the state and federal levels to advance sound health policies and ensure that lawmakers understand how their decisions impact Hoosiers’ health.

We work hard to develop strong relationships with legislators—and we build on these relationships to advocate on behalf of our members. ​Together, IPHCA and Indiana community health centers unite to show lawmakers how we care for our communities and Hoosiers’ health across the state.​

IPHCA leads a delegation to conference with Congressional representatives every year at the National Association of Community Health Centers (NACHC)’s Policy and Issues Forum on March 8-11. This year we will meet with all members of the Indiana Congressional Delegation.

To assist in these efforts, IPHCA, in collaboration with NACHC, uses an internet database program to strengthen grassroots efforts.

IPHCA also provides an annual Legislative Day, where member organizations and individuals visit their Indiana General Assembly representatives to discuss critical issues.

State Policy Issues

IPHCA’s public policy and advocacy efforts are dedicated to promoting the value of Community Health Centers to Indiana’s elected and appointed officials, both on the state and federal levels.

IPHCA staff works closely with Indiana’s Congressional Delegation, Indiana’s General Assembly, the Governor’s Administration, and other government agencies to provide input on legislation and policies of interest to Indiana’s Community Health Centers.

The overarching goal for IPHCA state advocacy initiatives is to ensure that Indiana’s Community Health Centers have the resources to provide care to Hoosiers, regardless of income or insurance status.

Federal Policy Issues

Thanks to broad bipartisan support from Congress, America’s Health Centers serve as the health care home for 30+ million patients in medically underserved communities.

Health Center Federal Funding
The primary form of federal funding for community health centers in the Health Center Program is authorized in Section 330 of the Public Health Services Act. More commonly known as the “330 Grant,” funding for the Health Center Program comes from a combination of discretionary funding appropriated by Congress each year and mandatory funding from the Community Health Center Fund (CHCF).

The NACHC was founded in 1971 to promote efficient, high-quality, comprehensive health care accessible, culturally and linguistically competent, community-directed, and patient-centered for all.
